Are the 3 pads always in the same place, available to him? If he is out of the pen, is the pad still by the back door?
I had the same setup for Max when he was a pup. He had his pad in his pen in my bedroom for night time, and a pad in his pen in the family room for day time. The day time pen was open.
The key is to always have the pads in the same place. For small pups, make sure they are never too far from their pads. If they have to travel to the other end of the house and possibly miss out on some action with their humans, they may not want to do it.
Make sure to change out the pads frequently. Max went through a stage where he pee on a pad once and wanted it changed right away. Silly boy.
