I agree that I wouldn't subject my dog to this situation for fear of what it would do to my dog. It could create a training nightmare.

At the same time, I understand your cousin's fear. I used to be fearful of little dogs, although not to the point of crying. Now I am fearful of many big dogs. I have been bitten by loose dogs and it was very scary.

After I got Max and went through the puppy teething stage, being nipped by a little dog doesn't scare me.

I would recommend to your cousin and her parents that she find someone to work with, a trainer, to help her overcome her fear. She should be able to find someone who will do it for free. One of my neighbors isn't a professional dog trainer, but she has the skills of one and she has a very laid back dog.
