It is perfectly normal that time outs and scolding are not working with a terrier. They respond much better to positive reinforcement. I have always found that praising the right behavior gets much better results than scolding and punishment for bad behavior. Terriers have an inbred stubborn streak that needs to be worked around. If you try to punish it out of her you are not going to win.

What is she doing that is "bratty?" There are a variety of things you can do to help her depending on what behaviors you are trying stop.
