Have you worked with him twice a day with a leash using treats and a clicker to teach come. Running the other direction backwards and making "come" a fun trick instead of an angry command is important. It is also not good to call come when you are going to punish the dog. It is best to go get him in that case.

Once he has mastered come on a longer and longer leash then try it without a leash in an enclosed area. "Sit, Stay" is also a good and necessary command for any dog in case they have crossed a street or are in some other potential immediate danger and you don't want them to move.

You can gradually work up to doing "come" on a leash in a busy park with lots of distractions.

It just takes patience and perssitence. If you have already done all of the above, then maybe enlisting the help of a professional trainer would be warranted for his safety and protection.
