I have found that if I put the kibble in a treat toy and he has to "play" to get it, Huey will eat every last bite, and fairly quickly.
Now, this probably won't go over well with everyone, but when I got Huey, I was ignorant about the risk of hypoglycemia, etc in little pups, and I was determined that I would not have a dog that had to have home cooked food or be hand fed & took the stance of "when he gets hungry enough, he will eat". I didn't change his kibble (until I got on YT & learned about different foods, but he was almost 4yrs old then) nor did I make a big deal of it. I put it in the bowl, and when he eventually ate, I would put out more. Sometimes he would go 2 days on one 1/4 cup bowl (but he did get little training treats throughout the day, so he wasn't completely starved
) I was very lucky that he survived without any hypoglycemia nor lasting ill effects.
Like I said, not necessarily a popular stance, but it worked for me.
