Toki looks so much like my ZoE...they could be twins!
I agree with the other posters that say it's genetics. I have tried all kinds of products on Zo, that worked great with my last yorkie, but they just don't have the same effect. ZoE's hair is just much thinner and breaks easily, so she has a mini feather duster on the top of head still at 3 years old.
