My Gracie Ruth, 6yr old, does this chattering thing too. Mostly when she wakes up in the morning or from a nap and she's cuddle up next to me. I've always took it to be her way of expressing contentment.

I don't think it has anything to do with teething, but you could always call your vet for an opinion. Mine will tell me if a behavior I'm calling about is something that should be seen by him or just watched/ignored by me.
