Default Breeder: Keeping pups until 12 weeks?

Hi!

I have posted here before re: a litter that I am currently fostering that came into rescue. The mom is a pomeranian and we are assuming dad was too. The pups are now 9 weeks and as they have to be spayed/neutered before adoption, I was hoping to keep them until 12 weeks, so they will go to homes after the new year which is how it looks like it will work out.

I am wondering if there is anything that *good* small breed breeders do in this time frame? I know that ideally small breed pups don't leave until 12 weeks but I just feel bad because as a foster parent with a job, I don't have the time to do all of the normal socialization that an owner would be doing right now, re: leash walking, crate training, ect.

So- what are some things that your breeder did in this time frame, or if anyone here is a breeder, what are some things I can do to help pups and mom prepare for now homes?
