Ours always liked the rope toys. They massage the gums but are soft. You can also soak the ropes in water and freeze them to give some relief as well.
And sometimes when they are loosing their baby teeth you can find them in the rope. My husband found like 5 from our Yorkie and he has them as souvenirs
