I've never tried antlers, but I've heard they're too hard/tough for little dogs to break. Another thing you might try are non-consumable raw meaty bones. I use Bison back/rib raw bones for my 3 and they can't consume the bone - they just chew off the bit of meat that's there, and then gnaw on the bone afterward, cleaning their teeth.
