What do you mean her liver is acting up and now needs surgery? What surg is she needing?
If her liver is malfunctioning, that's likely what the bloating is from. Liver problems can cause terribly severe abdominal bloating.
I can't speak to cost, but I'm sure you'll find a way to cover the surgery. There is always a way.
