I'm not so sure that this applies to the place/lady in question here, but...

One has to give a little slack on issues like this. I can visualize myself in a position like that, having a "full house" and desperately wanting to help the other animals which needed a home. She may have been forced to put males n females together (causing the pregnancies). Some people just can't say no when it comes to an animal in need.

So, I'd say, bless their Hearts, but, not their judgment.
