Well...apparently she has already alienated the tenants on the OTHER side of the building complex, so maybe she is actually trying to AVOID a conflict by walking her dogs on your side. I think the Video previously suggested is a great idea.
Have you tried actually talking with her? Sometimes, just approaching her in a non-confrontational way...you know...strike up a convo when you are not with YOUR dog...admire them...blah blah blah...and then just mention that you are afraid of them. Maybe bring a few treats with you and befriend the dogs so they know you. Sometimes the classic "neighborly" thing smoothes things over.
