Do you have a bed in the crate that's fluffy and comfy so she can associate that as her sleep area? She is an infant so should be expected to have accidents, she is old enough to pee outside right now as long as she's had very first vaccines and you aren't taking her to a dog park or in public to do it. Do you ignore the mess but praise her for going on the pad? You lead her to the spot so she memorizes the way there or do you carry her to the pad and stick her there? I don't understand how you could be fed up after only 3 weeks with such a young puppy! It took mine 2 months to train but I'm a housewife so spend all day with pup, you don't take her off the pad until she goes. Be prepared to wait a while there with her. She will learn but not within such a short time frame, she needs a couple months at least.
