It could be excitement. It isn't so much that you walk her over to the pads because she doesn't know how to use them, it's more like you encourage her to empty her little bladder making it "safe" for you to give her attention pee free.
And just because your other dog doesn't pee in the house doesn't mean the house doesn't smell like her. The house smells like everyone that lives there. All the fosters that come through my home like to cock their leg on my new bed, and Kaji's beds because it smells foreign and they want to mark it. Kaji's never peed on any of it or in this house which is new to us. Hasn't stopped the other dogs from doing it though.
