Could she be marking? If its just when she is getting picked up, or your giving her attention, there is a way to fix it, but it will take time. Kaji would do the emotional urination (when excited or scared). I pretty much had to commit to not touching him as soon as I walk in the door. I first open the door, let him come out and ask him to pee. When we were in an apt and used piddle pads, I'd walk over to the pads (no eye contact, talking or touching as all those things set him off) and ask him to pee. Once he finished, then and only then was it time to say hi. I also let him approach me during the day. If he crawled into my lap, then I could pet him with no problems. It's now been 4 years, and he is so much better. I can pick him up whenever and be pee free, and sometimes I forget to let him pee before picking him up when I get home from work and have been accident free. He still has accidents, especially when I get home from work, so we're still working on that.

Edited to add: For us it has taken this long, and it has been this slow due to Kaji's anxiety. He's a nervous wreck a lot of the time so we've taken everything VERY SLOWLY. I'm sure the process is much quicker for everyone else.
