Billi is still getting used to the hair ties as well. I use the little baby elastics and try to keep it as loose as possible without her hair falling out. I'll give her a lot of treats and praise her a ton. Give her lots of compliments & pets "don't you look do pretty!" and stuff like that. If I catch her rubbing her head on the ground, I'll stop her and make sure the band isn't too tight. She's getting better.

There's also barrettes/clips from the baby section of stores (I found some at walmart) they're tiny... You might try using those to clip their hair back. Maybe they'll like that better? It's a lot of distraction and praise and they should get used to it eventually.
