 Belly band?
I was curious if you had thought about using a bellyband for him when he was indoors? If you google "bellyband for dog, images" you will see what I'm talking about if you are unfamiliar with these.
Perhaps just a couple of those could help train him to refrain from marking (you'll need at least 2 as he will probably try to mark with one on so it will get a little bit of urine on the belly band and pantyliner).
I do not like to neuter before 1 year but I did have to have my newest male neutered at 9 months (after he marked my Christmas tree-ha).
