I think I read somewhere that original(?) yorkies were bigger than the sizes we're used to seeing/hearing about these days. Even though both parents are little, it just could be that he picked up some of the original breed size gene.
I think the breeders make their best guess on size of the pups. But I don't think they can absolutely guarentee it. I'm no expert though.
Perhaps others can give better insights.
