Default Possible underbite

Hi I've got a ten and half week old male pup called Harley here. I was hoping to maybe show him in the future. Just for a bit of fun as it's something I've never done before. He's still going to be loved to pieces if he can't be shown it's just something i thought might be fun to try.

Anyway i was playing with Harley today and i noticed that his main incisors on the bottom of his jaw are slightly bigger and ahead of the main incisor of his top jaw. His actually jaw looks perfect as in his bottom jaw perfectly lines up just behind his top front teeth. There is also a bit of a gap on his top jaw where his main incisor are.

Is it possible this is just a problem with his baby teeth ?

Or have his baby teeth just not fully come through yet and that's why it looks a bit weird ?

EDIT: Any advice of thoughts would be appreciated.
