You need to look for a reputable breeder and make sure not to buy from a pet store because puppies from pet stores come from puppy mills and buying one of them keeps them in business and your more likely to get a sick dog with genetic issues. You could check the ytca.org for breeders in your area. A reputable breeder does any available health and genetic testing, they know there lines pretty far back to know if illness run in the lines, they keep the puppies until 12 weeks or more, they do not breed females under 5 pounds, they do not use the word teacup or micro, they also don't just offer breeding rights if you pay more money, and they have a spay and neuter contract.
