When I got Piper I bought an exercise pen for her and when she went outside to potty is was in the pen. When the weather started getting cold here we collapsed her exercise pen down to a 2x2 pen and have it set up with potty pads in the house. She learned that the pen was where she goes potty and is very good at going in there. She doesn't have a problem going on pads though.
I had to buy my boots on ebay because it was the only place I could find them small enough.
