I agree, potty pads and indoor training if the weather is cold (40 degrees or below), especially for a young puppy. We got Bella in January, and she used indoor pads for several months until it was warm outside and she had all of her puppy shots. She didn't eat very well for the first few days and developed mild hypoglycemia as a result, so the added stress of cold weather could be dangerous...
BTW, we read that Yorkies, especially young ones, should not be exposed to temperatures below 69 degrees for long periods of time, so we had to keep the house warmer than we used to, and still keep it at 67 night and 70 day in the wintertime.
