At her breeder, she was used to going outside 10-20 times a day as they had doggie doors, but I'm in the city so we are trying to train her on pee pee pad. Not going so well :-(

My Teddy was 100% outdoor trained by his breeder who also had a doggy door to a doggy run. I retrained him to use pads too. The key especially for a puppy is to limit her freedom to the area or room where the pad is, and where you can supervise. You may have to go even smaller, and use an xpen with the pad. Be sure to praise and reward when she gets it right.
