I'm sure HE doesn't operate the puppymill; he probably has people doing all the dirty work for him.
8lb dog from supposedly 4 lb parents? It does happen every once in a while, but more than likely what happened was he fudged the papers.
And although he didn't do any harm to YOU, why don't you ask all those dogs in wire cages 24/7/365 that he owns? Oh wait you can't because they don't have a voice.
