One of mine, Pickles, was not progressing as fast as we would have liked about 6 weeks after FHO surgery. Although he was using his leg a bit, he had kind of plateau-ed progress-wise and seemed content on 3 like yours. The vet prescribed cold laser therapy x 6 sessions and hydrotherapy. So, we swam him around the bathtub every other day for 2+ weeks. He started improving almost immediately and now uses the leg all the time when he walks and much of the time when he runs. The improvement became obvious after laser therapy session 3. Just thought I'd share my experience! Hope things get better soon!
