Just spoke to another vet in my area and they are thinking of doing the same thing but she said they would absolutely give the dog owner the option. She said that the "scar" could indicate other kind of surgery not just spay so a vet would actually have to open the dog to verify that a spay has been done if the owner was not sure that it had.
I guess this makes sense..
