The AKC is always out there with their lawyers trying to stop any and all legislation that would restrict puppy mill operation. They contact their membership and tell them that their right to breed at their well cared for and legal breeding facility is being targeted by the state. Few bother to read the legislation or offer amendments to improve the bill, they just do as the AKC (who benefits from all the puppy mill registrations) tells them to do. Many, many attempts to stop the abuse of animals in these mills have been stopped not by the puppy millers themselves but by the AKC.

If AKC really was concerned about the welfare of the animals and not their pocketbook, they would employ their lawyers to work with state legislators to write and enact laws that would protect the true hobby breeder but put a stop to the suffering of the millions of dogs produced annually in puppy mills. That has not happened. Instead they continue to fight legislation that would stop the mass production and abuse of dogs in this country.
