I have the same issue with my 2 year old pup. Not only does he not ask to go outside, but he will often run and hide under the coffee table when he sees his leash. He sees my older dog scratch at the door and ask to go out all the time but he hasn't grasped the concept.

I started using pee pads with him when it got colder and he's actually using them fairly well. His aim is god awful, but at least he's trying and not just going random places.

I've never had a dog that was pee pad trained until now, but I actually prefer it to going outside in the winter!!

BTW....it seems like yorkies, and small dogs in general have a harder time with the potty training. Not all yorkies, as plenty of people have talked about how easy it was to train their dog...but it seems like a lot of them have a really hard time with it.
