Hi & Welcome to YT ! I'm not sure how long your leaving him alone during the day but if it's over 4 or 5 hrs, that's too long for him to hold it. Do you have potty pads down for him ? if not I would recommend it. As for the whining, he's trying to tell you something & at 19 mo he's probably just bored & wants to play. Do you have chew bones/toys for him ? as this will help him release some energy. As for the accidents in the house & the not ringing the bell, when you take him out for a potty/poo tell him go outside & go potty then ring the bell before you go out. While he's in the actual act of going poo/pee, tell him good boy go potty/poo & do this EVERY time he goes. When he does his business outside give him a treat & again tell him good boy go potty/poo outside, he will get it after a bit. At his age it's not uncommon to have accidents now & then especially if it's happening when your gone for long hrs. Crating him while your gone will most likely only cause him to do his business in the crate as he's most likely not able to hold it that long so I recommend trying the potty pads. Also some dogs never do learn to give verbal notification, they just sit & stare at you so be sure Your not missing it if this is what he's doing.
