So, are her itchies seasonal or year round? If seasonal, then you may want to medicate during the season with OTC anti histamines, Temaril-P, steroids. If year round, then you want to consider (if OTCs don't work) Atopica and/or allergy testing and shots.

I've dealt with allergies in 2 of mine, and they are so complicated and tough to deal with...so I really feel your pain.
