I think "enough" is an arbitrary number. If a breeder can afford to let the puppies go for $X and is able to reinvest that money into her/his breeding program (proper vetting, tools, knowledge as I'm sure some pay for classes or seminars, etc) and they don't skimp on any necessities needed to improve our beloved breed and break even, then $X is just the right amount. As for the actual monetary amount $X is has so many factors. Just look at the different values people pay for a neuter/spay. It depends on the area, the price of vet care, food, grooming.... All that varies per region.
