You have to decide, either you want him or you don't. I think you are afraid of his condition and if he will remember you. Maybe you thought you moved past this mentally, but now it's back. Will it haunt you forever if you don't go get him, knowing that he might not be receiving the best care? If so, then go get him now before he goes any longer without proper care. I'm sure they will get him to a vet for shots and paperwork if you pay for it. Maybe the daughter or a friend of theirs can bring him using the air passes someone recently posted. A little $$ thrown at them as a "reward" might help. Also, the first vet might have missed the chip due to technology, or maybe they just didn't want to tell you (it was a "friend" that scanned it the first time) until they found out that he needs some medical attention and they don't want to pay for it, or because he has not adjusted as well as they hoped.

I am still confused about where he was from the time he was gone until they got him in June. They "found" him in June? Is he a runner? Maybe he ran from you and then he ran from whoever found him the first time?

Regardless, you need to make a decision. Figure out your budget. Call the vet that saw him and see what he needs to have done to be given a travel certificate. Ask the lady to get him the vet care and certificate and offer to pay airfare to bring him to you (using the discount passes somebody offered) and offer to pay them something for their time. OR, send someone to get him but also offer to pay them something and pay for the vet certificate to travel. OR, just let him live where he is.
