I know in Canada we are not allowed to charge more to the purchaser for registering the litter/puppy that is sold. Go to www.akc.org they have a lovely service call number and ask them if the breeder is allowed to charge more to you for registering the puppy. Then give them the sellers name and kennel name and see what Yorkies she has registered with the AKC. That should check out two things; a) does the breeder have any dogs registered with the AKC, and check to see if she/he has not been suspended in the past or currently on the suspension list. This is one way you check out the breeder.

Sure it costs money to register but not that much money in the scheme of breeding costs. Specious answer as far as I am concerned.
