Aww, yeah so many people don't bother to get educated but the best we can do is help educate them and not judge them on their ignorance they can't help it, they've been conned by the bad breeders. When I got my girl, I was told she was the runt of the litter, and the smallest puppy out of all 3 litters the mum had ever had. Her litter mates were bigger, and she was not purposely bred to be tiny. I knew what I was getting into, she is a very healthy puppy though and I did not pay more or less for her based on her size, actually she was very inexpensive compared to what people pay in the US for yorkies. Someone who brags about paying a lot of money for a tiny dog doesn't know, they don't have the education and think it's normal, they don't see the con artistry in it, or the fraud. The poor puppy is in ill health and most likely came from a unscrupulous breeder that was purposely abusing poor dogs to make tiny puppies without caring for the welfare, and seems like they were greedy as well, charging that much for a runty sick little pooch. Next time, if you see her just be nice and help her understand, educate in a nice way and perhaps direct her toward this website or somewhere she can get help and information. I can't feel bad for her because it sounds to me like she is just as much a victim as the puppy is...If she knowingly went and got a 'teacup' dog, knowing the health problems and not caring at all because she wanted a fashion statement, then yeah I'd be angry too but it just sounds like a case of misinformation,fraud,uneducated owner.
