Some dogs do not want to soil their feet on the wet spots that they have already placed on the pad. They can't just stand in one place to poo (they tend to circle) so they go elsewhere. We had a problem with Gracie for a while so I put an additional pad in a frame next to the one she already used. It worked fine. She got used to using the pad again and I eventually was able to go back to one pad. I do make sure I change the pad more often.

Exercise is the best way to get a dog's bowels moving. If you could take him for a good brisk walk or play some fetch with him when it is about time for him to go you would get the activity over with for the day.....outside.
