Take her to the vet ASAP! My boy did this when he was 18 months old. If she is wetting herself in her sleep, it could be a UTI. My vets have said that UTIs are much more common in girls than in boys. Also, don't wait until it progresses from UTI to something more severe, as that can cause them to have blood in their urine. Even if it is behavioral, you won't know for sure until you can be assured your puppy is physically fine. Also, some vets do low cost clinic hours. I remember taking Kaji to low cost clinic hours when we lived near my alma mater. The vet fees were slightly reduced which was a huge help to this then poor college student.
