Alright y'all they found out who owned the dog. The dog does love outside full time since the people who love their are gone a lot during the day. They got Tia dog from another family member and no they did not want to sell it or give it up. I offered. The sherriff said there was nothing further we could do since the dog is on the property and has access to water. The dog weighs 5 pounds. I hate this was how it was resolved and I really feel bad for this little guy. I wish there was something more I could do.
