I was shocked, although I understand both sides. I believe he thinks that she's a loose cannon, but that's not really accurate. I think because of her helplessness in the past, she went too far the other way and seemed angry that Rick was so indecisive. I do think she's adaptable, and the others might have helped changed her mind about making choices without consulting others. I can also understand Rick's decision of having her leave the group, he promised to find the person who did this, and Tyreese wouldn't have given up on this. Also, Rick's decisions have to be based on protecting his kids, and part of that protection means that he has to protect their humanity, if they become something that
only thinks of survival, then they won't be any different than the zombies. I think it's an interesting twist to the show, and wonder if Carol will meet up with the Governor, I don't think he knows her face.
