Here it is, too. One of my coworkers let her 3 inside dogs out on a nice day & went to run some errands (fenced yard). A weird rain storm came up while she was gone and a neighbor of hers called AC because they didn't have shelter from the rain. They took all 3 of her dogs and wouldn't let her see them (but they did let her bring one's seizure medicine) and she had to pay fines, have all three registered with the county & had to go to court to prove she had erected doghouses within a certian time frame despite all 3 being indoor dogs.
Moral of that story is, if you think an animal is not being properly cared for, and if no AC, call 911. That will create a paper trail and allow follow up. Look up local laws/ordinances & see if there are specifics that you can tell are being broken, just to give your complaint a little more bite.
