So sad I would at least throw some food and give it some water.. It's probably just drinking dirty water and eating whatever it can find to survive.. I realize you can not take someone's dog. But you also can not drive by and watch one starve to death. Are you sure someone lives there? Could it be An older person who can not hear you knock?
