Animal Smiley 036 He's perfect, but...

Chow! New to YT! I'm really impressed with this site. My baby Benzino "Benzy" was born on July 16th, 2013 I've had him since he was 8 weeks. I know that's a little early, but he adjusted perfectly. He never cried and has always slept through the night. Also, He rarely ever barks. He is my baby, my everything, I love him to death.

He is soon to be four months and the only problem I'm having with him is the potty training. I want him to predominately go inside on the pee pads, but I take him for walks (...maybe once a day...30 mins) and he'll go outside too. He especially uses the pads when were in our/my room, but when I let him wander the house with other pee pads down for him it's like he doesn't even see/notice them. What should I do? Am I confusing him? I'm also praising him when he goes (if I see him, and scolding him when it's not on the pad) and also I'm trying to get him to go on demand by saying the phrase "go potty". Anyways... any tips? its getting kind of frustrating with him going everywhere.
