Sorry you have p*ssy new neighbors. From what you describe, there's definately an aggressive component to their behavior (and their dog's), and if they will do this with little/no provocation, what might they do when their anger has had time to build??? Do consider going to whomever has some control over the lot where you take your pup. There's a psychological advantage to being the first party in a dispute to complain. It demonstrates that you like to keep things within the "rules" and puts the other party immediately on the defensive/looking less credible. Tape everything you can! Good luck and sorry you have to deal with this.
