We suggest that you train your dog to use the pads by rewarding the dog for positive behavior (using the pad). We also suggest that the pads be kept in the same locations so that the dog understands where the bathroom is. Although we do not sell pee pad holders, sometimes putting the pee pad in a litter box or a crate pan can define the area where the dog is to use the pad. If your dog is already pee pad trained, it shouldn't be a problem to switch to washables.
