Of course dogs have "belly buttons". They are nothing more than scars from where the umbilicus enters the abdominal cavity. A small ring of muscle surrounds the entry area and closes down after the cord is severed, resulting in the "innie" or "outie".

An umbilical hernia is different from an "outie". In a hernia, the muscle doesn't close properly, allowing intestine to slide in and out. Most of the time it's fairly harmless. But in some cases, the intestine gets trapped and strangulates; resulting in a medical emergency. Umbilical hernias are considered genetic defects.
