Females hump to show dominance mine does it and she was spayed before her first heat. Diapers are not going to stop your dogs from matting and she is very close to the age where she will go into heat and you are going to end up with a pregnant female who is way to young and who's body is not old enough to handle it so I think you need to neuter you boy ASAP.
