I wouldn't use a muzzle to stop a dog from barking, it can hinder their breathing & Yorkies have relatively short snouts, some shorter than others. The basket types would be ok, more air flow, but I doubt it will keep them from barking. The safest way to travel w/your small pet would be to have them in a carrier, under the seat of buses or trains.
Besides, we don't have that kind of law here, dogs do not need to wear muzzles in public transportation.
