I had this problem with Hannah even with the pad holder! She had plenty of toys but the stinky pads were just more fun to play with. I replaced them with washable pads because I was afraid she would choke on the others. I have 8 week old puppies on the disposable pads (in a holder) and they love to rearrange the pads as soon as I place clean ones in their X-Pen. Little stinkers!! The washable pads are cheaper in the long run. With my pups I have just about gone through a 100 count pkg. of the disposable pads in less than a month!
