I live in Wisconsin, and I completely pee pad trained my yorkie. Since she was little, she refused to stay outside and would not utilize grass for bathroom if it is cold and/or wet. Now she is completely pee pad trained and I love it - I don't have to wake up in the early snowy mornings to take her out
. She still loves summers and warm weather, and we go on a long walks during those warm seasons and I keep her inside during cold temperatures.
