My Mom's 7 pounder doesn't tolerate anything below 50, while my larger pups can tolerate it even if they don't like it. You might try layering clothing rather than one thicker outfit. I've also found that if Rhett's ears get cold, he seems much more uncomfortable, so we've started using hoods.
